DUTIES:

SUMMARY:

The Office of Airports (ARP) plans and develops a safe and efficient national airport system and has responsibility for programs related to airport safety and inspections and standards for airport design, construction, and operation. Annually, ARP awards $3.5B in airport grants and approves passenger facility charge collections totaling $2B. The office also is responsible for national airport planning and environmental requirements.

The Deputy Director is responsible for day-to-day management (in consultation with the Director) of two divisions: (1) the Airport Planning and Environmental Division, which oversees and supports airport planning and system planning; develops and maintains the National Plan of Integrated Airport Systems including entry criteria; establishes requirements for airport master planning, system planning, and inter-modal and multi-modal transportation planning; oversees and supports environmental reviews and analyzes social factors for proposed airport development; oversees and supports Part 150 noise compatibility programs; and reviews Part 161 proposals; and (2) the Airports Financial Assistance Division, which administers the Airport Improvement Program (AIP) and Passenger Facility Charge Program; reviews competition plans; reviews benefit-cost analyses of certain proposed AIP investments; issues AIP letters of intent; and administers the Military Airport Program.

The Deputy Director principally oversees internal resources (working through two Division Managers) a workforce of approximately 40 personnel to include one Executive, as well as business planning and management of the aforementioned program areas. This position also provides support to other parts of the Federal Aviation Administration (FAA) and Department of Transportation (DOT) as well as other federal and state agencies and other industry stakeholders.

Specific responsibilities include:

-Develops and issues biannually, the National Plan of Integrated Airport Systems (NPIAS) to Congress that outlines the plan for developing public-use airports in the United States and estimates the costs associated with establishing a system of airports that adequately meet the needs of civil aviation.

-Oversees the Airport Improvement Program and Passenger Facility Charge programs.

-Directs the development of guidance for airport planning and planning support, including master and system planning.

-Directs environmental actions for airport projects and other airport program activities relating to the preservation of environmental quality.


REQUIREMENTS:

Conditions of Employment:

Qualifications

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.
