Qualifications

Minimum Requirements:

1. Must be able to pass National Agency Check (NAC) - PWS 7.1.1.1
2. Must be able to routinely pass drug screening - PWS 2.1.3
3. Must be able to communicate fully in English (oral and written) - PWS 2.1.3
4. US Citizen with valid state issued driver’s license
5. Bachelor’s degree in Business/Program Management or related field
6. Must be able to obtain Secret security clearance - PWS 2.1.3
7. Have knowledge sufficient to provide oversight of base operations, to include:
Facility management (security, force protection, life support, housing, food service) - PWS 6.1
Security (general physical security, storage of Arms, Ammunition and Explosives, personnel security clearances, lock and key control, protection of sensitive equipment) - PWS 6.2
Safety and Fire Prevention (SOP development for preserving life, safety and health, fire prevention, and loss mitigation) - PWS 6.3
Environmental Management (develop SOPs and implement environmental directives, compliance agreements and consent orders, ensure handling of hazardous material is in accordance with directives) - PWS 6.4

Minimum 10 years government (Army preferred) logistical experience with at least 5 years of experience in management positions. Relevant experience in providing contractor workforce management to an Army prepositioned equipment set organization. Technical and business management understanding of Army Prepositioned Set equipment Programs, workload cycles and reimbursable workload management, preferred. Strong interpersonal skills are essential

Duties / Responsibilities

Work under the direct supervision of the Program Manager having a full understanding of cost, schedule, and technical performance of the operation. Account for production, supply, production control/planning and quality management aspects of operation. Provide direction and leadership to assigned personnel. Act as point of contact for customers at the worksite level. Manage and coordinate research and investigations into business problems. Perform all other position related duties as assigned or requested. Resolve all administrative, personnel, and operating issues associated with management of program functions. Train subordinate supervisors in work procedures, regulations, and immigration issues as required.

Develop work assignments and monitors performance of work teams. Respond to employee issues and assists in building team morale and cohesiveness. Reviews production and backlog reports and suggest/enact changes to ensure workload requirements are being met. Reviews material inventory reports and ensures that sufficient inventory of department supplies are on hand to meet current and anticipated demand. Ensure smooth transition of work between various processing sections. Communicates with other Assistant Site Managers and resolves workflow problems, procedure revisions, and personnel issues.

Evaluate and audits employee production for quality and quantity. Facilitate quality improvement programs and ensures customer service levels are met or exceeded. Verify adherence to all government security regulations. Compiles and develops management reports on performance and trends in production. Responsible for keeping Program Manager informed of performance issues and operational concerns.
