Description:
Contracts Administrator-Greenville

Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements and delivery schedules to ensure accuracy and completeness. Prepares bids, processes specifications, progress and other reports; advises management of contractural rights and obligations, complies and analyzes data and maintains historical information. Act as liasion between Greenville, TX and Madison, MS functions to facilitate and implement contractural requirements.

EDUCATION and/or EXPERIENCE:

Master's Degree (MA) from an accredited four (4) year college or university in Business Administration or Procurement AND one (1) year of contracting experience, OR

Bachelor's degree (BA or BS) from an accredited four (4) year college or university or 24 semester hours from either, accounting, business finance, law, contract, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management AND three (3) years experience in related work, two (2) of those years must have been spent in contracting.

Certified Professional Contracts Manager (CPCM) designation may reduce the experience requirements by 18 months. Certified Associate Contracts Manager (CACM) designation may reduce the experience requirements by 1 year.

Must have training in the basics of contract administration and Introduction to the Far. Must have 40 hours of intermediate/advanced training in Contract types, Contract changes, Contract law, Far Part 15 or source selection, cost principles, Cost Accounting Standards (CAS), and cost estimating.

The following skills and abilities are required:  understanding and using the English language both oral and written to communicate information or ideas to  another person or persons;  applying concepts such as fractions, percentages, ratios and proportions to practical situations.  reading, analyzing and interpreting financial reports and legal documents.  responding to common inquiries or complaints from customers, regulatory agencies.  defining problems, collect data, establish facts and draw valid conclusions.  demonstrating persuasiveness.  planning and organizing.  creating, entering, retrieving and printing from MS Office software packages such as; Excel, Word, and PowerPoint.  comprehending and processing information rapidly and accurately.  recognizing or identifying the existence of a problem as well as elements of a problem.  synthesizing and retaining information and make decisions according to standard policies and procedures.  applying general concepts or rules to specific cases to proceed from stated premises to their logical conclusions.  demonstrating leadership, delegation of tasks and duties, motivation of subordinates, and discerning priorities.  performing tasks in the presence of distracting stimulation or under monotonous conditions without significant loss of thought process and efficiency.  demonstrating intra and inter-personal relations.  applying rules or objectives to given information in order to arrange that information in the best or most appropriate sequence.  traveling worldwide with limited notice.  obtaining a security clearance, a passport and/or visa.

Knowledge of the following is required/preferred:  proper grammar, punctuation and spelling.  generally accepted accounting principles sufficient to perform the job, duties, and tasks.  federal Acquisition Regulations (FAR), Dept. of Defense FAR supplement (DFAR), and Cost Accounting Standards (CAS).
